NATRUE – Current Developments and Important Changes



The NATRUE Standard continues to evolve to meet changing regulatory and market requirements. We are pleased to share several important updates and developments with you.

1. Simplified Accreditation Through IOAS

The accreditation body IOAS has simplified the process for geographical extension for NATRUE certification bodies:

  • For NATRUE approved raw materials and approved formulations, worldwide accreditation will now be granted automatically – country-specific extensions are no longer required.

Important:

For the NATRUE certification of finished products as well as certified raw materials (containing organic content or derived from organic cultivation), a scope extension request to IOAS is still necessary to certify products in new countries.

 
 
 

2. News from bio.inspecta


We are pleased to announce that a few weeks ago we received the scope extension for China from IOAS. This now allows us to audit and certify certified raw materials with organic content or from organic farming in China under the NATRUE scheme.

 
 
 

3. New Regulation for Fragrance Allergens

From 31 July 2026, new requirements for fragrance allergens will apply. Regulation (European Union) 2023/1545 expands the existing list of allergens by 56 substances, bringing the total to 80 allergens that will be subject to mandatory declaration in the future. These allergens must be listed individually in the International Nomenclature of Cosmetic Ingredients (INCI) declaration once they exceed defined concentration thresholds. The applicable limit is 0.001 percent for leave-on products and 0.01 percent for rinse-off products.

Even when using general terms such as “Parfum” or “Aroma,” each allergen must be declared individually if its concentration exceeds the specified thresholds. The regulation applies to all new products marketed from 31 July 2026 onward. Products already on the market may continue to be sold until 31 July 2028.

We strongly recommend reviewing labels and packaging well in advance and making any necessary adjustments to ensure compliance with the new requirements within the prescribed timeframe.

4. New EU Packaging Regulation (PPWR)


The new Packaging and Packaging Waste Regulation (PPWR) will become largely come into effect from 12 August 2026, marking an important step toward increased sustainability.

The regulation aims to significantly reduce packaging waste and strengthen reuse and recycling systems.

In the future, packaging must be designed more efficiently — in both size and weight — to conserve resources. Certain single-use packaging types will be gradually phased out and replaced by more sustainable solutions.

Additional labelling requirements and transparency rules will be introduced. Manufacturers must increasingly use recycled materials and document the proportion incorporated. The regulation establishes clear framework conditions and opens new opportunities for responsible, future-oriented packaging design.
